The 1974 energy crisis led Citroen to a significant decline in car sales, and the company was forced to enter new markets. In July 1976, after 13 months of tense negotiations, Citroen entered into an agreement with the Romanian government to create a joint automobile venture in Romania, and in December construction began in Craiova.

Initially, the car was conceived as a 5-door, but in order to save money, it was decided to stop at a 3-door version with a hatchback body, the gas tank was moved from theth side of the body to the left, and the clearance was increased due to the disgusting quality of Romanian roads. Production started in October 1982, the new car was called the Oltcit. Ceausescu's regime insisted that 40% of all components for it come from Romania and did not allow the transfer of foreign currency profits of the enterprise to France; Citroën was forced to sell Romanian goods received in payment for the cars sold in Europe. Along with other products, Oltcit cars were sold under the Citroën Axel name in France, the Netherlands.ah, Belgium, Austria and Italy, competing with each other in this market segment. The Axel 11R accelerated to 100 km / h in 15.4 seconds, had a top speed of 150 km / h and a combined fuel consumption of 7.6 liters. Axel 12TRS was equipped with a 4-cylinder 8-valve boxohm T13 / 65325 from Citroen GSA also with a gas distribution system ohc, with a volume of 1.299 liters (61 hp / 5500 rpm, 96/3250 Nm), gaining 100 km / h in 13.1 s, the maximum speed reached 157 km / h, and the fuel consumption is 7.3 liters in the combined cycle.

Axel and Axel 11R models were equipped with a 4-speed manual gearbox, and Axel 12TRS - 5МКПП. The front suspension was independent torsion bar, dependent on the rear. Front and rear disc brakes, standard tire size 135SR13 / 145SR13 / 160P340 for Axel / Axel 11R / Axel 12TRS, respectively, turning diameter was 9.1 m.
